I belong to an indigenous community called Gaunkars. We owned and governed our lands since time immemorial in a land called Goa in modern times, which was plundered by the Portuguese, who then ruled here for 450 years. It is located on the West Coast of India and is one of the smallest states of the Indian Republic, which has risen to prominence as the country's most popular tourist destination.

However in later years the Portuguese recognised the rights of the indegenous people of Goa called the Gaunkars and accepted the existance of their private villages, their private law, and absolute ownership of
their lands. They codified our laws in the form of the Codigos das Comunidades de Goa (code of comunidades of goa).

The natives rejoiced when the Indian army invaded Goa in 1961 and liberated the land from Portuguese rule, little realising that the Indian government would cause more harm to these ancient native institutions than the foreign occupiers did.

Today greedy politicians with the backing of New Delhi are attempting to take over our lands in a total travesty of justice, under the false assumption that our lands belong to the state.

We would like to have your support in our fight to keep alive our ancient culture and ownership of our native lands.

Greetings from the African Centre for Technology Studies (ACTS). We have just completed a study on the important role of land tenure policies in conflict prevention in the Great Lakes Region, and would like to share our papers with you.

Africa's Great Lakes Region has experienced political strife, armed conflict and population displacements with severe humanitarian consequences. While these events have clearly revolved around political struggles for the control of the state, recent research has pointed to the significance of environmental variables as structural causes and sustaining factors in struggles for power in the region. Contested rights to land and natural resources are significant, particularly in light of land scarcity in many areas and the frequency of population movements. For this reason, ACTS has conducted research on these issues in Rwanda, Burundi and the Democratic Republic of Congo, which is to be published jointly with the Institute for Security Studies (ISS) in December 2004. These are summarized in three policy briefs. Based on interviews in the countries concerned, as well as extensive review of secondary literature, these analyses include a number of recommendations for regional Governments, the international community, and civil society actors.
